RFI 5: Low and Moderate-Income Participation in CDG Projects in New York State
Under RFI 5, NYGB and NYSERDA seek to connect with CDG project developers, sponsors, financiers, community-based organizations, and all other market participants who specifically focus on, or are interested in better serving, the LMI market segment in the State. NYGB and NYSERDA encourage and welcome all feedback, including: (i) project data and performance history that can be used by market participants to evaluate the validity of perceived risks associated with serving LMI customers and communities; (ii) existing NYGB CDG financing approaches (which currently include projects targeting LMI customers and, in some cases, not requiring FICO scores); (iii) forms of NYGB credit enhancement (including loan loss reserve programs) that could facilitate third-party financing; and (iv) market barriers (such as actual or perceived increased customer acquisition and management costs) and related NYSERDA interventions that would promote greater LMI participation in CDG projects.
